James Yang, Chairman of Lionax is selected into Thousands of People Plan from the Organization Department of the CPC Central Committee

On Nov. 3, 2009 - Nanchang, Chairman of Lionax International Investment Holding Company and Jiangxi Kysonix Inc. and General Manager James Yang, through the recommendation from Jiangxi Provincial Government and passed the oral defense from the Ministry of National Science and Technology and the comprehensive evaluation from the experts of Ministry of HR and after the audit and approval from the central working group for introducing high-level overseas talents, was selected into Thousands of People Plan in 2009 for the first batch talents and currently became the first person selected in Jiangxi province.

      Since the launch of national human resources strategy Thousands of People Plan, it has obtained the widespread attention in China and abroad. The internationally renowned academic journals Nature and Science etc. gave a special report for it. The plan is also warmly welcomed and participated by high-level overseas talent. Under the influence of Thousands of People Plan from the Organization Department of the CPC Central Committee, Beijing, Shanghai, Tianjin, Liaoning, Shandong, Zhejiang, Jiangsu, Fujian and Guangdong provinces and Wuxi and Shenzhen cities etc. also started its Thousands of People Plan and built the broad platform for the majority of talent from abroad to work in china. The overseas high-level talents who are introduced by the Organization Department of the CPC Central Committee will be awarded as invited distinguished expert in China. The invited distinguished expert system is to find innovative talents and use incentive systems. The Central Organization Department Official said that our country is willing to attract overseas talents in a broader vision, ideas and broad mind. They are warmly welcomed to build an innovative country with their high capabilities and contributions.

     In order to support the introduction of high-level overseas talented people to return (to china) for innovation and entrepreneurship, give full play to the role of the introduction of talent, the state departments concerned made the requirements that is the employing unit should provide good working conditions for overseas talents. For example, the introduced talents could serve as the leaders to the certain degree in universities, research institutes, the central enterprises and state-owned commercial financial institutions or professional and technical positions; can act as project leader for national key science and technology projects, 863,973 and natural science fund projects; can apply for Science and Technology Funds and Industrial Development Support Funds from government departments for the conduct of scientific research in china or the production and business activities; may participate in major national demonstration project consultation, key research plans and national standards setting, key projects construction, etc.; For those talents who acted as a project leader, in the prescribed responsibilities range, have the rights to arrange funds, personnel appointments and other decision-making; can participate in various domestic academic organizations, to participate in Chinese Academy of Sciences (as foreign member), Chinese Academy of Engineering (as foreign member) selection; can be chose as candidates for various government incentives.

    For those high-level talents, the central government will give 1 million Yuan fund support for each person and the local government will give matching support, grant multiple-entry visa; the national and local Science and Technology-based SMEs Technological Innovation Capital will give priority support; may take National key science and technology, industry and project tasks, If their products meet the requirements, it can be included in government procurement directory. If those introduced talents made outstanding contributions, the national authorities will give honor and special treatment in permanent residence, medical care and insurance, etc.


Resume of James Yang

       Mr. Yang Yang was born in Qi Yang County of Hunan in 1965. He graduated from Institute of Physics, Chinese Academy of Sciences and worked there after graduation. He went to Kansas in the United States in 1993 and worked in Midwest Superconductivity Company. He obtained the master degree for electrical engineering major from University of Washington in 1995. And then entered to the department of electrical engineering at Stanford University studying for a doctorate in the United States and acted as senior engineer in some semiconductor and chip design companies in Silicon Valley. In 2000, he founded optical communications company-Intpax Inc. in Silicon Valley and introduced several millions dollars of venture capital. He founded Lionax Technology Companies in Silicon Valley in 2003. At the end of 2004, he returned from U.S. Silicon Valley to China to start his undertakings and established Jiangxi Kysonix Inc. in Nanchang Hi-tech Zone in 2005 by the invitation of Jiangxi Provincial Government. The company is specialized in the R&D of micro-electronics, information technology and automotive electronics etc. One of its products” MEMS tire pressure monitoring system” has obtained the special fund from the National Development and Reform Commission in the field of automotive electronics industry (Fa Gai Gao Ke No. 2004-2040), Optimization of Electromechanical and High-tech in 2007 Imports and Exports Structural Funds from the Ministry of Commerce [Shang Chan Han No. 2007-80] and the support from the Ministry of Science for 863 key project “tire pressure and micro-sensor and its anti-collision system” (project No.: 2006AA04Z372). The industrialization results SecuTire Tire Pressure Monitoring System (TPMS) served for Shenzhou-VII launch Kysonix TPMS Safeguard for the Public Transportation of China's Olympic Games. Jiangxi Kysonix Inc. is selected on the Hero List for Chinese companies contributed to China's space shuttle. Mr. Yang Yang in 2007 founded the Lionax International Investment Holding Company, its wholly-owned subsidiaries include: Jiang Kysonix Inc, ShenZhen Lionax Automotive Information Technology Co,Ltd, Hunan Lionax Automotive Electronics Technology Co., Ltd., Lionax Technologies USA Corp., HongKong Lionax International Business Development co., Ltd.etc. Lionax International Investment Holding Company is listed successfully in Euronext in 2007 as the first high-tech enterprise in China.

《千 人 计 划》简 介

中共中央组织部2008年12月宣布实施引进海外高层次人才的“千人计划”。中央人才工作协调小组制定了关于实施引进海外高层次人才的“千人计划”。中央人才工作协调小组制定了关于实施海外高层次人才引进计划的意见(简称“千人计划”),主要是围绕国家发展战略目标,在未来的5到10年内为国家重点创新项目、重点学科和重点实验室、中央企业和国有商业金融机构等,引进2000名左右人才并有重点地支持一批能够突破关键技术、发展高新产业,带动新兴学科的战略科学家和领军人才来华创新创业。

“千人计划”引进的人才,一般应在海外取得博士学位,原则上不超过55岁,引进后每年在国内工作一般不少于6个月,并符合下列条件之一:在国外著名高校、科研院所担任相当于教授职务的专家学者;在国际知名企业和金融机构担任高级职务的专业技术人才和经营管理人才;拥有自主知识产权或掌握核心技术,具有海外自主创业经验,熟悉相关产业领域和国际规则的创业人才;国家急需紧缺的其它高层次创新创业人才。

根据创新人才和创业人才的不同特点,及不同事业平台的具体需要,拟引进人才还应具备相应的其它条件。比如,创业人才应拥有自主知识产权和发明专利,且其技术成果国际先进,能够填补国内空白、具有市场潜力并进行产业化生产;有海外创业经验或曾在国际知名企业担任中高层管理职位3年以上,熟悉相关领域和国际规则,有经营管理能力;自有资金(含技术入股)或海外跟进的风险投资占创业投资的50%以上,等等。

除“千人计划”之外,国家鼓励并支持各个层次的海外高层人才回国(来华)工作。尚不符合“千人计划”条件、但希望回国(来华)工作的,可以申请教育部“长江学者奖励计划”、中科院“百人计划”、自然科学基金委“国家杰出青年科学基金”,以及其他部门和各省、区、市的人才引进项目。
